Available in PDF, EPUB and Kindle. Book excerpt: This study explores the relation between knowledge, reasons and justification. It argues that you can rely on what you know, since what you know can be a reason you have and you can rely on your reasons. But the assumption that knowledge allows for a chance of error makes this a controversial position in epistemology.

Available in PDF, EPUB and Kindle. Book excerpt: A call for a new form of democracy in which “hybrid forums” composed of experts and laypeople address such sociotechnical controversies as hazardous waste, genetically modified organisms, and nanotechnology. Controversies over such issues as nuclear waste, genetically modified organisms, asbestos, tobacco, gene therapy, avian flu, and cell phone towers arise almost daily as rapid scientific and technological advances create uncertainty and bring about unforeseen concerns. The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. To invent new procedures for consultation and representation, they suggest, is to contribute to an endless process that is necessary for the ongoing democratization of democracy.

Failing to account for uncertainty in an uncertain world, policy analysis routinely misleads policy makers with expressions of certitude. Manski critiques the status quo and offers an innovation to improve both how policy research is conducted and how it is used by policy makers.

Available in PDF, EPUB and Kindle. Book excerpt: Robert Rubin was sworn in as the seventieth U.S. Secretary of the Treasury in January 1995 in a brisk ceremony attended only by his wife and a few colleagues. As soon as the ceremony was over, he began an emergency meeting with President Bill Clinton on the financial crisis in Mexico. This was not only a harbinger of things to come during what would prove to be a rocky period in the global economy; it also captured the essence of Rubin himself--short on formality, quick to get into the nitty-gritty. From his early years in the storied arbitrage department at Goldman Sachs to his current position as chairman of the executive committee of Citigroup, Robert Rubin has been a major figure at the center of the American financial system. He was a key player in the longest economic expansion in U.S. history. With In an Uncertain World, Rubin offers a shrewd, keen analysis of some of the most important events in recent American history and presents a clear, consistent approach to thinking about markets and dealing with the new risks of the global economy. Rubin's fundamental philosophy is that nothing is provably certain. Probabilistic thinking has guided his career in both business and government. We see that discipline at work in meetings with President Clinton and Hillary Clinton, Chinese premier Zhu Rongji, Alan Greenspan, Lawrence Summers, Newt Gingrich, Sanford Weill, and the late Daniel Patrick Moynihan. We see Rubin apply it time and again while facing financial crises in Asia, Russia, and Brazil; the federal government shutdown; the rise and fall of the stock market; the challenges of the post-September 11 world; the ongoing struggle over fiscal policy; and many other momentous economic and political events. With a compelling and candid voice and a sharp eye for detail, Rubin portrays the daily life of the White House-confronting matters both mighty and mundane--as astutely as he examines the challenges that lie ahead for the nation. Part political memoir, part prescriptive economic analysis, and part personal look at business problems, In an Uncertain World is a deep examination of Washington and Wall Street by a figure who for three decades has been at the center of both worlds.

Available in PDF, EPUB and Kindle. Book excerpt: So far, humanity hasn’t done very well in addressing the ongoing climate catastrophe. Veteran science educator L. S. Gardiner believes we can learn to do better by understanding how we’ve dealt with other types of environmental risks in the past and why we are dragging our feet in addressing this most urgent emergency. Weaving scientific facts and research together with humor and emotion, Gardiner explores human responses to erosion, earthquakes, fires, invasive species, marine degradation, volcanic eruptions, and floods in order to illuminate why we find it so challenging to deal with climate change. Insight emerges from unexpected places—a mermaid exhibit, a Magic 8 Ball, and midcentury cartoons about a future that never came to be. Instead of focusing on the economics and geopolitics of the debate over climate change, this book brings large-scale disaster to a human scale, emphasizing the role of the individual. We humans do have the capacity to deal with disasters. When we face threatening changes, we don’t just stand there pretending it isn’t so, we do something. But because we’re human, our responses aren’t always the right ones the first time—yet we can learn to do better. This book is essential reading for all who want to know how we can draw on our strengths to survive the climate catastrophe and forge a new relationship with nature.

Available in PDF, EPUB and Kindle. Book excerpt: Any effective response to an uncertain future will require independently thinking individuals working together. Human ideas and actions have led to unprecedented changes in the relationships among humans, and between humans and the Earth. Changes in the air we breathe, the water we drink and the energy we use are evidence of Nature – which has no special interest in sustaining human life – looking out for itself. Even the evolutionary context for humans has altered. Evolutionary pressures from the digital communication revolution have been added to those from natural systems. For humans to meet these challenges requires social re-organisation that is neither simple nor easy. Independent Thinking in an Uncertain World explores workable, field-tested strategies from the frontiers of creating a viable future for humans on Earth. Based on research results from hundreds of social learning workshops with communities worldwide, many of them part of Australian National University’s Local Sustainability Project, authors with diverse interests explore the gap between open-minded individual thinking and closed socially defined knowledges. The multiple dimensions of individual, social and biophysical ways of thinking are combined in ways that allow open-minded individuals to learn from one another.

Book excerpt: In the Second Edition of Rational Choice in an Uncertain World the authors compare the basic principles of rationality with actual behaviour in making decisions. They describe theories and research findings from the field of judgment and decision making in a non-technical manner, using anecdotes as a teaching device. Intended as an introductory textbook for advanced undergraduate and graduate students, the material not only is of scholarly interest but is practical as well. The Second Edition includes: - more coverage on the role of emotions, happiness, and general well-being in decisions - a summary of the new research on the neuroscience of decision processes - more discussion of the adaptive value of (non-rational heuristics) - expansion of the graphics for decision trees, probability trees, and Venn diagrams.
