Snows were disappearing on Mount Kilimanjaro while the ice caps on both poles retreated. The resulting disruption caused to many societies and the potential for destabilizing international migration has meant that the environment has become a political priority.The scale of environmental change caused by globalization is now so large that security has to be understood as an ecological process. A new geopolitics is long overdue. In this book Simon Dalby provides an accessible and engaging account of the challenges we face in responding to security and environmental change. He traces the historical roots of current thinking about security and climate change to show the roots of the contemporary concern and goes on to outline modern thinking about securitization which uses the politics of invoking threats as a central part of the analysis. He argues that to understand climate change and the dislocations of global ecology, it is necessary to look back at how ecological change is tied to the expansion of the world economic system over the last few centuries. As the global urban system changes on a local and global scale, the world’s population becomes vulnerable in new ways. In a clear and careful analysis, Dalby shows that theories of human security now require a much more nuanced geopolitical imagination if they are to grapple with these new vulnerabilities and influence how we build more resilient societies to cope with the coming disruptions. Book excerpt: Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. It reviews new thinking which has emerged over the last decade, analyses research methods for stakeholder engagement and for undertaking studies at the regional level, and looks forward by reviewing a number of emerging 'hot topics' in the food security-GEC debate which help set new agendas for the research community at large. Book excerpt: The chapters in this volume are edited versions of papers presented at the NATO Ad vanced Research Workshop on Environmental Change Adaptation and Security held in Budapest, Hungary, from October 16 - 18, 1997. As is evident in this volume, the papers ranged from descriptions of environmental and health issues in Russia and Eastern Europe to models of sustainable land use. This diversity of perspectives on environ ment and security is indicative of both the breadth of this new area of research as well as the varied background of the researchers involved. The discussions at the NATO workshop were remarkably animated and exciting, not surprising given the interest in the topic. I think this vitality is reflected in the papers in this volume as well. The main purpose of the NATO ARW is to foster research links among researchers from NATO countries and Central and Eastern European States, Russia, and the Newly Independent States. In editing this volume, a decision was made to keep to the spirit of this purpose and-if at all possible-include all papers prepared for the workshop. This required extensive editing and rewriting of some of the papers (and consequent delays in production). A determination was made early in the process by the workshop steering committee that the value of publishing the entire collection of articles out weighed the advantages of accepting only a limited number.

Much of the information and knowledge that was created in this field during the year was the result of the findings of the Fourth - sessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC), which were disseminated on a large scale and reported extensively by the media. This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.

Book excerpt: This book offers an examination of the role of emancipation in the study and practice of security, focusing on the issue of environmental change. The end of the Cold War created a context in which traditional approaches to security could be systematically questioned. This period also saw a concerted attempt in IR to argue that environmental change constituted a threat to security. This book argues that such a notion is problematic as it suggests that a universal definition of security is possible, which prevents a recognition of security as a site of contestation, in which a range of actors articulate alternative visions of who or what is in need of being secured. If security is understood and approached in traditional terms - as the territorial preservation of the nation-state from external threat - then it is indeed difficult to see how environmental issues would benefit from being placed on states' security agenda. If, however, security is defined in terms of the emancipation of the most vulnerable individuals from contingent structural oppressions, then drawing a relationship between environmental change and security may be beneficial for redressing those environmental issues and prioritising the needs of those most at risk from the manifestations of global environmental change. This book takes the limitations of contemporary approaches to the relationship between the environment and security as its starting point, and seeks to do two things. First, it aims to illustrate the ways in which arguments over approaches to environmental issues can be viewed as contestation over the meaning of 'security' in particular political contexts. Central here is the composition and assumptions of the dominant security discourse to emerge regarding those issues: a framework of meaning for the most important forms of action on behalf of a particular group, defining the terms for meaningful contestation and negotiation about security itself within that group. As such, the book attempts to illustrate the dynamics of competition over the meaning of security with reference to environmental issues, particularly focusing on instances of political change in the dominant security discourse through which that issue is approached. In the process the author points to the central role of these dominant security discourses in underpinning the most practically significant actions regarding environmental issues such as deforestation and global climate change. The book employs methodological tools that enable a focus on how particular frameworks of meaning are constituted and become dominant; how they provide a lens through which various issues are approached; and how discourses most consistent with redressing environmental change and the suffering of the most vulnerable might come to provide the framework through which security is viewed in particular contexts. This book will be of much interest to students of Critical Security Studies, geography, sociology, IR and Political Science in general.
